Korea in den 70er Jahren: In der friedlichen Küstenstadt Guncheon wird eine Chemiefabrik aufgebaut. Die Meeresverschmutzung, die durch die Chemiefabrik erzeugt wird, stürzt die Haenyeos von Guncheon - Taucherinnen, die unter Wasser Meeresfrüchte ernten - in eine finanzielle Notlage. Um ihren Lebensunterhalt zu sichern, lassen sich die Haenyeos auf einen riskanten Deal ein, bei dem sie illegale Waren aus dem Meer schmuggeln. Zu Beginn laufen die Geschäfte gut, doch dann geschieht ein tragischer Unfall. Am Anfang scheint alles gut zu laufen, bis den Haenyeos ein tragischer Unfall widerfährt.
